The outlook in Europe is gloomy.  Where once people talked of it as a rising power and a normative power, a spate of declinist books and speeches are raising questions about whether Europe will even manage to be a pole in the coming multi-polar world.  Mark Leonard will analyse how the financial and economic crisis is changing the nature of global power and explore what Europe can do to prevent its marginalisation in its own neighbourhood as well as in its relations with great powers such as the United States and China.
