What are the new challenges and opportunities for the relations of the EU and its Southern Neighborhood?

After the May 2019 Elections, the European Union has a new team (Council, Commission, Parliament) and is also engaged in a new multiannual financial framework (2021-2027). This evolution is occurring in a fast-changing world where in addition to the known (and yet complex) challenges such as irregular migration, conflicts and terrorism there are also unexpected new challenges and threats as it has been witnessed with the Coronavirus crisis.

The increasing challenges raise a number of questions on how the EU will evolve internally as well as in its external relations. In this context, what are the new challenges and opportunities of the relations between the EU and its Southern Neighborhood.

The course will therefore zoom on EU’s relations with its Southern Neighborhood through three angles:

  • What is the South for the EU? The Mediterranean? Africa?
  • What is really at stake? A global and balanced vision of the EU-South relations
  • Is the South a challenge or an opportunity for the EU?

The course should give students an updated vision of the state of play of the relations of the EU with its Southern neighborhood as well as the main elements for an analysis of possible evolutions.
