American Foreign Policy

The course focuses on both US foreign policy strategy and the domestic politics of American foreign policy While addressing many current policy controversies, we provide historical context and theoretical perspectives on long-standing debates about America’s global role. We also examine such aspects of foreign policy politics and policymaking as Presidential powers, the role of Congress, interest groups, the media, and public opinion – with particular attention to the 2020 presidential election.
Readings Paper and Presentation (30%): Choose one of the class session in Weeks 2 or 3, write a paper based on topic questions posed on the syllabus geared to that session’s readings. Length: 2000 words maximum (excluding citations). Due 17:00 the day before the respective class session. Responsibility includes class presentation and discussion leadership, coordinated with the other paper-writers for that session.
Policy Paper (50%): “What should American foreign policy be on [x]?” Research a foreign policy issue within the policy areas of Weeks 4, 5 and 6. Identify the main positions in the policy debate. Assess the strengths and weaknesses of the main policy positions. Relate as appropriate to International relations theory and history. Provide your policy recommendation. Length: 3000 words maximum, excluding bibliography, citations and any charts, tables, etc. Any professional citation method and bibliography format may be used, so long as used consistently and properly. Responsibility includes class presentation and discussion leadership, coordinated with the other paper-writers for that session.
Class Participation (20%): Expectations are for attendance at all classes and for consistent, intensive and creative engagement. That means doing the reading as assigned, giving prior thought to key points, introducing your own thinking into discussions, and generally “digesting” not just “ingesting.” While personal styles vary, all students are expected to be active participants in the course.
